In an inaugural session of the first All India District Legal Services Authorities meet, PM Narendra Modi said that the technology must be used in justice delivery as there’s a lot scope for innovation and adaptation.
PM Modi, declared that in the era when India is celebrating 75 years, along with ease of business and ease of living, ease of justice should adapt technologies in the justice delivery process.
In the first All India District Legal Services Authorities at Vigyan Bhavan, he said that when Bhim/ UPI was introduced few years back, there were some who felt, it was would get limited to a small section. He added, but now a days digital payment is even taking place in rural places and villages. About 40% of all time real-time digital payment takes place in India.
Modi said that he feels happy to see that the country’s justice mechanism is moving under the monitoring of Supreme Court. This will help the mechanism in adopting new technologies. He added that the e-Court Mission, virtual courts are getting started all over India 24 hours for crimes like traffic violations. The video conferencing process is also getting expanded for convenience of the people. About 1 crore cases have taken place on the online platform by district courts and about 60 lakh cases have been taken place in high court and supreme court. The initiative took place during the Covid-19 periods, which has stayed in the judicial system. This has proved that India’s judicial system is committed to the ancient Indian values of justice and is also ready to adapt the new techniques of the 21st century.
PM Modi said that the judicial system has advanced itself in the last 8 years and Rs. 9,000 crore was spent in the process. He said that the judicial infrastructure has played a significant role in the delivery of justice mechanism. He ensured that the technology will help the citizen to be in contact with the rights and duties of the Constitution.
Narendra Modi said as India has entered the Amrit Kaal periods it’s a duty to work on the neglected areas.
He said that the district legal service authorities can take responsibilities by providing legal aim to those undertrial prisoners who are still seeking justice.
N V Ramana the former Chief Justice of India, said that though the Constitution promises social, economic and political justice, only a small population can approach the court of justice delivery in need, while most of the population suffer in silence. He added, “Moderner India was built around the goal of removing the disparities in the society, project democracy is about providing a space for participation of all. Participation will not be possible without social emancipation. Access to justice is a tool for social emancipation.”
The Chief Justice of India said that to promote the project’s achievement in justice delivery mechanism, the main concern should be highlighting the problems and back draws which hinder its functioning. He added that camouflaging the problems won’t let the mission to succeed and lead to the shut of the system. He urged the participants to discuss, debate and decide the situation, which can be the only way of better growth.
Union Law Minister Kiren Rijiju pointed out that there are many cases pending in the family courts. He highlighted about 11 lakhs cases are still left pending in the family courts. This has led the children to suffer for issues arising within the adults. He requested the district judges to look for its remedy and ensured that the Centre and the states will cooperate in its effort.
