CM Kejriwal has approved wide ranging and extensive reforms to enable easy business and reduce the compliance burden for all.
This extensive set consists of 70 reforms spanning 16 departments whose aim is to digitise and hasten the process of approvals for various government services and lower the burden of compliance for not only businesses, but also individuals, as the press added.
These reforms cover a vast range of departments. The categories are Revenue, DPCC, IT Power, Drug Control, Labour, Excise, Food, Health, Fire Service, Civil Supplies, Administrative Reforms, Weights, Transport, and Measures. In addition to this, inter-departmental reforms have also been identified under this plan
Revenue Department and Labour Department
22 reforms under this plan were approved by CM Kejriwal for the Revenue Department, which includes digitising and publishing online land transaction deeds, making searchable land deeds available in the public domain and ROR for 20 years. It creates an online platform for the registration of partnership firms, implements an independent grievance system for filing complaints related to property registration at the Sub Registrar Office, and publishes an online dashboard for the government-owned properties for all acquiescence and registration.
Under the Labour Department, 10 reforms were accepted by the Chief Minister. They include the online filing of a single integrated return under all the labour laws, eliminating the provision that puts various restrictions on women to work in night shifts to ensure 24 hours a day of work for ladies, a single form for the registration of trade licences and shops and their establishments, as well as auto renewal of factory licences.
DPCC and IT Department
DPCC, also known as Delhi Pollution Control Committee, has identified and approved three important reforms to ensure digitisation and online approvals for the following: Authorization of the setting up and knocking down of waste management rules, authorization under solid waste management and enrollment for dealers under the batteries rules.
Similarly, the CM has also approved 20 reforms for the IT Department, which include the development of an online system for the following certificates: birth certificate and death certificate, income certificate, marriage Certificate, the certificate for caste, ration card, driving licence given after the age of eighteen, employment exchange, electricity connection and water connection, encumbrance certificate for the land owners as well as the power allotted to the citizens to seek redressal through legislation.
Drug Control Department and Transport Department
3 important reforms were recognised and ratified by CM Kejriwal under this department, which include the requirement of renewal for registration or allowing auto-renewal of retail, wholesale, and manufacturing.
Under the Transport Department, 1 reform has been sanctioned, concerning the availability of an online dashboard in the public domain, which would display the number of applications received and granted, and the time taken for the process.
Weights and Measures and Inter-departmental Department
1 reform under this category related to the development of an online system that provides for the verification of weights and measures has been recognised and accepted by the CM.
20 reforms have been accepted to considerably reduce the difficulties of accessing various schemes by ordinary citizens and the ease of doing business in Delhi. They are responsible for providing services, through E-district, wherein they have been directed to create easily accessible user manuals for each service which will mostly include web links.
Planning Department and Trade and Taxes Department
4 reforms have been identified under this section that needs to be implemented and can relate to the design and create a comprehensive online wizard. This system can be used by citizens to obtain information about all the schemes, services, and entitlements, applicable to the citizens of the national capital.
The Trade and Taxes department has identified one reform, which was also approved by the CM. The organisation will work in conjunction to print a list of all State, Municipal and Panchayat levies on a single portal. This portal shall contain related information about the rates and tariffs levied by the state and local governments.
