In its two-day special session on July 4 and 5, the Assembly of Delhi passed five bills to increase the allowances and salaries of MLAs; speakers; deputy speakers; the chief whip; government ministers; and leaders of the opposition.Â
Salaries have remained the same since 2011. In the case of MLAs, it is proposed to increase their salary to Rs 90,000 per month, including all allowances.Â
This is an increase of 66 percent from the last revised pay in 2011, which was Rs 54,000. Base pay will be increased from Rs 12,000 to Rs 30,000; phone bill charges will be increased from Rs 8,000 to Rs 10,000, and constituency payment will be increased from Rs 6,000 to Rs 10,000.
The Secretariat payment has been hiked from Rs 10,000 to Rs 15,000. However, MLAs in Delhi will still receive a lower salary than in other parts of our state.

An independent research institute said that the salary of a Telangana MLA is Rs 20,000, but the constituency payment is Rs 2.3 lakh, which makes Rs 2.5 lakh the highest in the whole country.
Based on data obtained from various state notifications and media reports by The Financial Express, Karnataka also makes a higher monthly payment of Rs 2.05 lakh to MLAs.Â
Others in this bracket are Bihar (Rs 1.65 lakh); Uttar Pradesh (Rs 1.87 lakh); Maharashtra (Rs 1.60 lakh); and Jammu and Kashmir (Rs 1.60 lakh).
The PRS figures also suggest a wide shift in the allowances and salaries paid by the states to legislators.Â
While Himachal Pradesh MLAs get a salary of Rs 55,000, their allowances-secretarial, daily, telephone-are a little over Rs 1.3 lakh. In Andhra Pradesh, the salary is Rs 12,000 and the constituency allowance is Rs 1.13 lakh.
MLAs’ salaries in Kerala
At Rs 2,000, the basic salary of Kerala MLAs is the lowest in the country. He does not have a secretarial allowance but other allowances of up to Rs 43,750.Â
Tripura has the lowest state income (Rs 48,420), followed by Sikkim (Rs 52,000), Rajasthan (Rs 55,000), and Mizoram (Rs 65,000).
State legislators decide the salary and allowances of their MLAs by making laws in their respective states. The Delhi government tried to increase the salary to 2.10 lakh in 2015, but the Home Ministry did not approve it then.
