It was a breach because Google used their market dominance in media share via YouTube to promote hosting service markets.
FSA has been more active over the past few years as they are trying to increase domestic tech companies to produce more and have a better market share.
FSA was the authority that fined Google 2 billion roubles or $34 million. Russia’s attempt to make imports less and make foreign companies in their domestic market has less hold is taking place.
FSA claimed that Google abused their YouTube platform which is very dominant in video sharing, to promote several hosting services markets.
