At a meeting attended by Prime Minister Narendra Modi and the Chief Justice of most states, NV Ramana addressed the meeting saying that courts lacked the judges they needed to function effectively.
On Saturday (April 30), Chief Justice NV Ramana stated that India’s subordinate courts had a backlog of 40 million cases.
Reasons for the backlog
At present, there are 20 judges per million people, Ramana said at a conference attended by Prime Minister Narendra Modi and chief ministers from most states.
He also mentioned that most of the 24,000 sanctioned judicial officer seats in India’s subordinate courts are still empty.
The CJI expressed his displeasure with governments’ being the most frequent litigants, accounting for roughly half of all matters before courts. He stated that judges are overworked, although the judiciary is frequently blamed for the backlog.
Meanwhile, Modi stated, “Based on humanitarian sensibility and the law, I would ask all CMs and CJs of high courts to give precedence to these causes.”
“We need to support the use of local languages in the courts. This will strengthen people’s faith in the judicial system while also making them feel more connected to it. ”

While India commemorates its 75th anniversary of independence, Prime Minister Modi stressed that the focus should be on establishing a legal system that is openly accessible, quick, and available to all.
In our country, the legislative branch expresses voters’ desires, while the judiciary safeguards the Constitution. “I believe that the junction of these two will establish the basis for an effective and speedy justice system across the country,” he declared.
The time has come to transition away from ad hoc committees and the need for a more streamlined, accountable, and organized system by introducing a National Court Infrastructure Authority to regulate and enhance court infrastructure, which Ramana says is in desperate need of rehabilitation.
In the context of judicial work, PM Modi again emphasized his vision of using technology in government.
