The Ministry of Panchayati Raj, Government of India is organizing a two-day National Workshop on Project Driven Block Panchayat Development Plan (BPDP) and District Panchayat Development Plan (DPDP) in New Delhi.
Shri Kapil Moreshwar Patil, Union Minister of State for Panchayati Raj inaugurated the workshop on the 5th January 2024, in the presence of Shri Sunil Kumar, Secretary Ministry of Panchayati Raj, Dr. SM Vijaynand, Former Secretary MoPR, Dr. Bala Prasad, Formal Special Secretary, MoPR and Shri Alok Prem Nagar, Joint Secretary, Ministry of Panchayati Raj.
Shri Kapil Moreshwar Patil welcomed everyone and extended his best wishes to the participants. He explained how it should be a collective resolution to contribute to nation-building and development by working at the District, Block, and Gram Panchayat levels. He called for concerted efforts by all stakeholders to localize and realize the sdgs in rural areas through Panchayati Raj institutions in a well-coordinated manner.
For that, he emphasized that development activities should be projectized at block and district Panchayat level through Panchayat development plans and be implemented with proper convergence of resources and active involvement of all stakeholders. It should be a holistic and sustainable development in rural areas.
Working through the issues of development programs
Shri Sunil Kumar, secretary Ministry of Panchayati Raj chaired the technical session on project-level BPDP and DPDP. He highlighted that as per the recommendations of the 15th Finance Commission, the Central Government is continuously improving the resources and grants for rural local bodies, including block and district panchayats.
Now with better resources Block Panchayats and District Panchayats should ensure effective implementation of development works and projects through better-quality Panchayat Development Plans with proper convergence and utilization of funds received from Central and State Finance Commissions as well as other financial resources.
Former secretary, of the Ministry of Panchayati Raj, Dr. SM Vijayan also said the district Panchayat block panchayat should endeavor to plan meticulously to utilize 15th finance commission grants properly from a development point of view.
There were several issues regarding the localization of sustainable development goals in the Panchayat Planning process of the DPDP and BPDP and capacity building Framework on these projects which were highlighted in the draft report on project level BPDP and DPDP presented by Dr. Bala Prasad, former special secretary of Ministry of Panchayati Raj and chairman of the committee on formulation and implementation of BPDP and DPDP.
Dr. Bijaya Kumar Behera chaired a technical session that covered presentations by States on the status of the formation of development projects, their success stories, and comments/suggestions on the Draft Report of Expert Committee on BPDP/DPDP.
Journey of these campaigns
The Ministry of Panchayati Raj and the Ministry of Rural Development, Government of India have been jointly launching a people’s plan campaign in 2018, 2019, 2020, 2021, and 2022 for preparing comprehensive GPDPs under the theme “Sabki Yojana Sabka Vikas”. Development plans like BPDP and DPDP are also being prepared under the People’s Plan Campaign since 2020.
PPC 2022 was launched on 2nd October 2022 and will end on 31st March 2024 for preparing comprehensive GPDP, BPDP, and DPDP for the next financial year 2024-24. Achieving effective localization of SDGs, evidence-based assessment of progress, promoting gender-responsive governance and rural areas, and undertaking a Public Information Campaign with Public disclosure on schemes and finance, etc. were a few objectives of the PPC 2022.Â
