The Department of Personnel and Training (DoPT) has once again elongated the period of the LTC Block year 2018-21 to three months. Formerly, the employees who had not availed of the Leave Travel Concession (LTC) for four years had received a grace period up to 31st December 2022.
LTC Rules for Central Government Employees by DOPT
The LTC block year 2018-21 was deemed extended up to 31st December 2022 by the rule of 10 of the Central Civil Services (CCS) Rules 1988, the DoPT said in an Office Memorandum dated 27th December is now extended for three months till March 31, 2024.
Concerning rule 10 of the Central Civil Services (CCS) Rules 1988, a Government servant who fails to avail of the Leave Travel Concession (LTC) within a particular block of two years or four years may be entitled to avail of the same within the first year of the next block of two years or four years.
“Due to the relaxation of Rule 10 of the CCS(LTC) Rules, 1988, exerting the powers conferred under Rule 18 – ‘Power to relax, has now been determined with the approval of competent authority as to extend the LTC Block year 2018-2021 for three months i.e.upto 31st March 2024.” the DoPT said in a statement.
Additionally, the DoPT requested all ministries and departments to ascertain no misuse of LTC benefits by employees through random checking of air tickets.
“Ministers/Departments are suggested to randomly choose the air tickets submitted by the officials after going through the verification process done by the airlines as they check whether the exact cost of the air travel indicated by the officials matches the actual original rate or not”, the DoPT had said.
In October 2022, the Government exercised the scheme following relaxation for travel by air to visit North East Region, Jammu & Kashmir, and Andaman & Nicobar Islands for two years till 25th September 2024.
LTC stands for Leave Travel Concession. The Central Government of India provides a facility for central government employees to travel at no cost anywhere in India with family once in four years of the block year period. The Department of Personnel and Training publishes orders from time to time on this matter.
An employee is able to avail of the carry-forward facility in LTC only after the completion period of a particular block year. The carryforward for the LTC Block year 2020-2021 is 2022 subject to the condition laid down by the DoPT in the LTC rules. The current block year of LTC is 2022-2025.
