Eleven countries voted in favor of the new constitution, and three countries, including India, abstained.
UNITED NATIONS: India has backed an UN-sponsored UN Security Council decision condemning Russia’s “violence” against Ukraine and demanding the “immediate, complete and unconditional” withdrawal of Russian troops from a neighboring country.
Russia voted in favor of a U.N. Security Council resolution on Friday that would condemn Moscow’s invasion of Ukraine, with China abstaining from voting – a step Western countries see as a success in demonstrating Russia’s separateness from the rest of the world.
The United Arab Emirates and India did not vote in a U.S.-led document. The remaining 11 members of the council vote. The draft resolution is now expected to be taken by the U.N. General Assembly with 193 members.
Security Council meeting on Friday, Putin said many Ukrainian soldiers were reluctant to join the Russian army. He said the opposition units, primarily volunteers, were made up of Ukrainian national activists on the right wing. However, he did not provide evidence to support his claim. Meanwhile, Russian President Vladimir Putin has called on the Ukrainian military to end protests and open up to their leaders.
India and China did not vote in the United Nations Security Council (UNSC) decision on Ukraine. Russia, a full member of the Security Council and its president this month, opposes the decision. The decision was voted on: 1 (Y) -3 (A) -1 (N).

All eyes were on how India would vote for the decision as New Delhi has strong security ties with Moscow.
In a virtual interview with Russian President Vladimir Putin on Thursday, Prime Minister Narendra Modi “called for an immediate end to the violence, and called for concerted action by all parties to get back on track.”
U.S. Secretary of State Antony Blinken spoke with Foreign Minister S Jaishankar to discuss Russia’s “planned, uncomplicated, and baseless attack,” the State Department said.
Blinken “stressed the importance of a solid joint response criticizing the Russian attack and called for an immediate withdrawal and an end to the shooting.
Tirumurti, India’s Permanent Representative to the U.N., said India was “deeply disturbed” by the situation in Ukraine and “deeply concerned” about the welfare of Indian citizens and students there. “It is deplorable that the negotiation process is stopped, and we have to get back to it,” he said. Tirumurti.
Indian statement issued by Mr. Tirumurti said: “We urge every effort to be made to end violence and hostility as soon as possible. No solution can ever come after the loss of human life.
“We are deeply concerned about the welfare and security of the Indian community, which includes many Indian students, in Ukraine.
“The current world order is based on the UN Charter, international law, and respect for the sovereignty and integrity of international territories. All member states must adhere to these principles to find a constructive way forward. Negotiations are the only solution to conflicts. “For all these reasons, India has chosen not to engage in this decision,” the statement said.
Ahead of the UNSC vote, Ukrainian Foreign Minister Dmytro Kuleba said on Twitter that in a drive to Jaishankar, he asked that “India use all its power in its relations with Russia to force it to stop the military offensive in Ukraine. As a permanent member of the UNSC of today’s decision to restore peace in Ukraine.
A senior administration official in Biden had said the day before that Washington was prioritizing the decision “in anticipation that Russia will use its veto” and, in doing so, “will emphasize their secession.”
“First of all, of course, we expect Russia to use its veto. And in doing so, they will emphasize their secession. We will not abandon our principles; we will not stand idly by. It is important. We send a message to Ukraine, Russia, and the world that the Security Council,” said the official.
