On Friday, the Chief Minister’s College Students’ Rehabilitation Scheme “CMCSRS” – 2024 was launched by Manipur Education Secretary Thounaojam Balakumar Singh.
The scheme, which is based on the concept of Education Knows No Barrier, is intended to provide displaced undergraduate students with the opportunity to continue their studies without any hindrance.
The event was organised by the Department of University & Higher Education. The venue of the event was the Auditorium at the Directorate of Information & Public Relations.

About CMCSRS
CMCSRS is a newly launched scheme initiated by the Education Minister of Manipur, under the guidance of Chief Minister NBiren Singh, to provide the necessary educational amenities to displaced and disadvantaged undergraduate students enrolled in government or aided colleges in the state in view of the current circumstances prevailing in the state.
This scheme is launched so that displaced undergraduate students can continue their studies without any hindrance, he said.
The aims of the scheme are to facilitate the transfer of the student from the current college to another college as per the request of the student, to offer free admission /waiver for the affected students in government and state-aid colleges in Manipur in the academic session of 2024 to 24, to provide financial aid to the affected students for the purchase of books and other necessary items such as stationery, uniform and other necessary items for continuing their studies, to control the dropout rate at the undergraduate level in Manipur as per the National Exemption Programme (NEP, 2020), among others.
The Whole Process Of New CMCSRS Scheme
CMCCRS-2024 is open to applicants who are currently enrolled in any semester of an undergraduate programme at a government or government-assisted college in Manipur.
He stated that due to the current state of the state, the scheme will not be implemented until 2024-24. He further clarified that the scheme is divided into two distinct categories: “Directly Affected Students” and “Inter-college Transfer Facility”.
The education minister also said that students who are studying in Manipur government colleges and colleges that are supported by the government can apply online to get the benefits of the scheme.
A screening committee will be appointed to evaluate the applications submitted up to the final date of submission in order to select the candidates for the scheme. The Committee will verify the authenticity of the applications on the basis of the documentation submitted by the applicants, as well as verification by the relevant college/locality.
Relief components for directly affected students category will be transferred to new college on application form, free admission for the year 2024 to 2024 (Rs 5000 to Rs 9000 depending on the stream or subjects), Rs 10000 one-off rehabilitation grant, free smartphone, free sanitary pads, free sports equipment.
He further added, the application form will be published in the leading newspapers of the state. It will also be broadcasted on All India Radio and local television channels. Eligible students will be given enough time to apply for the scheme online.
The tentative time frame for the notification is around the 3rd week of July. If the internet is not available, applications will be submitted through the deputy commissioner of the districts.
