New Delhi: The monsoon session has taken the nation by a whirlwind. With the Presidential and Vice-Presidential elections lined up, India will witness a transformation in the titular head.
The monsoon session will begin on the 18th July and will last until 13th August. As per the bulletin of the Lok Sabha, 29 bills will be introduced of which 24 are completely new.
Bills like the Press and Registration of Periodicals Bill, 2022, the Mines and Mineral (Development and Regulation) Amendment Bill, 2022, the Forest (Conservation) Amendment Bill, 2022, the Insolvency and Bankruptcy Code (Amendment) Bill, 2022 will be introduced.
- Insolvency and Bankruptcy Code (Amendment) Bill, 2022:
As the name suggests, the code was established in 2016 with an aim to consolidate the existing framework by creating an umbrella law for bankruptcy and insolvency. The main issues with the existing law are, the difficulty in expediting the defaulters across borders and the delay in resolution of stressed assets. The first issue will be addressed in the brand new amendment in the lower house. The provision will resolve Cross Border Insolvency. Moreover, there will be provisions for time bound redressal of stressed assets.
- The Mines and Mineral (Development and Regulation) Amendment Bill, 2022:
The foundation of mining in India is sourced to this act. It was introduced in 1957 and has been amended twice, in 2015 and 2016. The new amendment aims to address the bottlenecks in the mining sector and facilitate ease of doing business. There are numerous lacunas that will be taken up in the session.
- The Press and Registration of Periodicals Bill, 2022:
The plan is to replace the 155 year old obsolete act with fundamental provision which will decriminalise various provisions and include digital media within its bounds. In the modern era, technology knows no limit. Everything around is footed in information and data. With the introduction of digital media and social media platforms there has been a noom of information. This act will address the swift shift of the world from traditional to modern media.
- The Forest Conservation Amendment Bill, 2022:
The Forest Conservation Act of 1980 is in today’s scenario ineffective and needs to be revamped. An effort to bring new changes including classification of lands and contemporising the existing framework of approvals are the two aspects the government aims to work on, this monsoon session.
- The Cantonment Bill. 2022:
The Cant areas fall in the outskirts of towns and cities creating a wedge between the development through municipal corporations and district administration. The issue lies in the lack of communication which will be addressed through this act. The act will help in a well-organised rationale for development of the cantonment region along with the city holistically.
- Trafficking Of Persons (Protection, Care and Rehabilitation) Bill, 2022:
Human Trade is one of the obstreperous challenges that the governments face worldwide. It is a multi-billion dollar industry which runs on human trade and promotes commodification of both man and women propagating human slavery in modern times. To tackle this, the bill will be introduced with special focus on women and children trafficking. Providing care, protection, assistance and rehabilitation to the victims while respecting their rights is the main focus of the government. Moreover, creating a supportive legal, economic and social environment for them, and ensuring the prosecution of offenders will also be addressed.
The Geographical Indications of Goods (Registration and Protection) (Amendment) Bill, 2022, will also be introduced to add in new goods in the GI list to provide protection to them and promulgate their promotion in the Indian Market.
The Multi-State Cooperative Societies (Amendment) Bill aims to increase cooperation between cooperative societies of different states. It will make the cooperative societies more self reliant and enable their autonomy and competitiveness.
The Special Economic Zone Act will be amended and new rules will be put into place under the Development of Enterprises and Services Hubs (DESH) Bill, 2022.
In a stint to modernise the Coffee Board of India and promote the Indian Coffee Industry, a new bill The Coffee (Promotion and Development) Bill, 2021 will be amended in 2022. All eyes will be set on the session as it commences on the Presidential elections.
