Under the Countering America’s Adversaries Through Sanctions Act (CAATSA), the Biden administration is considering whether to apply or waive sanctions against India for its purchase of Russia’s S-400 Triumf missile defence system, according to a senior US diplomat, Donald Lu, Assistant Secretary of State for South and Central Asia, who testified before the Senate Foreign Relations Subcommittee on the Near East, South Asia, Central Asia, and Counterterrorism on March 2.
