As Western countries fear a Russian intervention in Ukraine, US President Joe Biden has explained his remarks, which implied that the allies were split on how to respond to any potential “small incursion” by Russia. Biden appeared to hint during a news conference on Wednesday that the US and other allies would disagree on how to respond if Moscow stops short of launching a massive invasion, and he also stated that he expects Putin to take action.
