Prime Minister Narendra Modi said on Wednesday while urging citizens to alter their “riwaaz” (custom) and give the BJP a second term in the upcoming elections, that previous governments just laid the foundation stones and forgot about the actual projects once the polls were over.
The Prime Minister, who was in Himachal Pradesh to inaugurate the All India Institute of Medical Sciences (AIIMS) in Bilaspur, also physically sounded the vote horn.

On the auspicious occasion of Vijaya Dashami, he added, people in the region were given development projects worth hundreds of crores, as well as dual gifts of education and health. He was speaking at the Luhnu ground after inaugurating the AIIMS hospital and a hydro-engineering college, both of which he laid the groundwork for in 2017.

The AIIMS-Bilaspur is a symbol of change and will be known as the ‘green AIIMS,’ according to the Prime Minister. “It is our party’s culture to inaugurate projects after we lay the foundation stone.” “There is no room for delay or ambiguity with us,” Modi added, criticizing the Opposition for photo ops and a lack of development in the state.
He went on to say that growth in the state was made possible because the people of the state elected the BJP to power at both the national and state levels. Modi opened his address with the slogan “Jai Mata Naina Deviji,” referring to the temple in Bilaspur district.
He also wished everyone a happy Dussehra. Himachal Pradesh, he said, plays an important part in ‘Rashtra Raksha’ (national security), and with the new AIIMS in Bilaspur, it will also play an important role in ‘Jeevan Raksha’ (saving lives).
Modi stated that, in addition to medical institutes, Himachal is growing its supply of pharmaceuticals and drugs. According to the Prime Minister, only three states in the country have been chosen to establish a bulk drug park, one of which being Himachal Pradesh.
He also mentioned that the state was one of four chosen for a medical gadget park. “Himachal has a lot of tourism potential.” The natural beauty and clean air will draw visitors from all over the world. “People may come here and enjoy the natural beauty while still receiving medical care,” the Prime Minister stated.
Modi commended Himachal Pradesh for being the first state to develop a drone policy. He went on to say that drones would be utilized to convey medicines and other commodities.
J P Nadda, the national president of the BJP, and Union Minister Anurag Thakur were also present at the gathering. Due to adverse weather, Modi’s last presence in Mandi was confined to a virtual speech.
AIIMS-Bilaspur is a cutting-edge hospital with 18 specialists and 15-20 super specialty departments, as well as 18 modular operating rooms. The 750-bed facility will also contain 64 intensive care units. The entire facility cost Rs 1,470 crore to construct.
The hospital, which is spread across 247 acres, is equipped with 24-hour emergency and dialysis services, advanced diagnostic machines like ultrasound, CT scan, MRI, and so on, as well as an Amrit Pharmacy and Jan Aushadhi Kendra and a 30-bed AYUSH block.
The hospital has also established a Centre for Digital Health to deliver health services in Himachal Pradesh’s inaccessible tribal areas.
On December 4, 2019, the Union Cabinet approved an institute of national importance under Phase-V of the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
The institute was cleared for construction on National Highway 205 (Shimla-Kangra/Shimla Ghumarwin route) in the Bilaspur village of Kothipura. AIIMS-Bilaspur was established with the goal of rectifying regional imbalances in the availability of affordable/reliable tertiary healthcare services, as well as expanding the country’s capabilities for quality medical education.
