The state organizations of Gujarat and Andhra Pradesh respectively proposed former captain Bhutia and
Chaubey, a former goalkeeper for Mohun Bagan and East Bengal. The Arunachal Pradesh association
seconded Chaubey, who had unsuccessfully fought for the Lok Sabha in 2019 from the Krishnanagar
constituency in West Bengal, while the Rajasthan FA did the same for Bhutia.
