The official statement reported that the programs would be open for students at both the undergraduate and postgraduate levels.
Detailed Insight Into Purpose of the Scheme by Delhi University
The introduction and approval of the Competence Enhancement Scheme raised several questions in the minds of various academic professionals and educators. DU Vice Chancellor, Mr. Yogesh Singh released a statement to clarify this. He claimed that the purpose of the scheme was to increase the individual efficiency of the students by providing them with new information. He further added that it would be launched and implemented alongside the National Education Policy of 2020 from the academic year of 2022-23.
Mr. Yogesh Singh’s statement further read that the scheme was aimed to give opportunities to individuals from different streams and fields to study at the reputed Delhi University and enhance their knowledge and understanding of any academic discipline or subject that is being taught at DU. It would provide opportunities to students of other universities to actively study and take part in DU Courses.
This would also be fruitful for entrepreneurs according to the Vice-Chancellor. He elucidated how they would be able to profit and expand their business through the acquisition of new skills. The study of management courses would improve managerial skills that would further contribute to more efficient bureaucratic administration.
Rules and Regulations Regarding Competence Enhancement Scheme
The Competence Enhancement Scheme shall have admissions only in lieu of merit-based. The candidates appearing would be allowed to register for a course with a maximum limit of two courses and eight credit subjects per semester. Any student or candidate fulfilling the merit-based eligibility criteria and pre-requisites would be allowed to register.
This scheme has been designed in such an inclusive manner that it facilitates the education of those who could not acquire the requisite qualifications earlier due to socio-economic conditions as it would help them fulfill their dreams of securing a higher education. The Competent Enhancement Scheme would also be open to senior citizens who could use it to enhance their qualifications, knowledgeability, and skill set in a certain discipline.
The seats open in a particular course under this scheme would be 10% of the total strength of the class in that specific disciplinary course. The course credits earned by the registered candidates would be duly transferred to the student account in the Academic Bank of Credits or ABC, which is a virtual storehouse that keeps a digital record of the academic credits earned and secured by a candidate. It is based on these credits and records that the university awards a certificate.
The fees payable by the registered candidates for such certificate courses and academic programs would be solely determined by the university and would be subjected to change in line with certain operational and functional requirements of Delhi University, claimed officials in their report.
