The National Crime Record Bureau (NCRB) stated that India reported an increase of 11 per cent in cybercrime in 2020.
The Ministry of Home Affairs (MHA) illuminated the Home Committee that according to the data of the NCRB, the Indian States and UTs reported 21796 cybercrime cases in 2017, 27428 cases in 2018, 44735 cases in 2019, and had risen to 50035 in 2020.
The 50035 cases registered under cybercrime in 2020 displayed an increase in the cybercrime cases by 11 per cent compared to 2019(44735 cases).
In 2020, out of 50035 cases, 30142 cases were registered under fraud, i.e., 60.2 per cent of the total cases; 3293 cases were registered under sexual exploitation, i.e., 6.6 per cent of the total cases; 2440 cases were registered under extortion, i.e., 4.9 per cent of the total cases.
As per the Committee report, it has been noticed that states like Uttar Pradesh, Andhra Pradesh, and Karnataka have only one or two cyber cells set up, while states like Assam, Goa, Rajasthan, and Punjab lack a single cyber cell.
The Committee advocated that the Ministry of Home Affairs (MHA) may counsel the states regarding the set-up of cyber cells in all the districts. The states should map the cybercrime hotspots, which may help in the detection of crimes quickly and prevent cybercrimes by taking appropriate measures.
The Committee also advocated that current cyber cells may be upgraded by setting up dark web monitoring cells and social media monitoring cells which will help get the grips on different types of cybercrimes along with police recruitments; there is a need to admit technical experts into the police force.
The Standing Committee on Home Affairs, led by Anand Sharma, has submitted a detailed report on Police training, modernization, and reforms.
