The government is about to give a declaration on rolling out the four Labor Codes in the upcoming Union Budget 2024-24, which will lead to strengthening the labor productivity of the country.
The four Labor codes initiated by the government will likely be arrayed at the beginning of the next financial year to allay trade unions’ and a few state governments’ concerns about the unresolved wariness of the reformist laws.
Despite all four Labor codes being notified by the government on September 2020, but still disregarded by some fewer people from around the corner, however, the revised rules in the codes are yet to be published in the coming days as the ray of hope for implementation may be put off beyond the 2024 Lok Sabha elections.
The Ministry of labor and employment is exploring ways and searching for the best possibilities to carry out the revised four labor codes. Due to the trade unions being termed as anti-worker and permitting the companies to decide on lay-off and retrenchment with up to 300 workers, the trade union workers have jeopardized demonstrations and shown agitation if the Labor codes are implemented.
With this detail, the government and Labor ministry also agree to overtly re-examine various provisions in the Labor codes that acknowledge the proposal to cap allowances at 50% of the wage, which would increase both employers’ and employees’ contributions to the provident fund and therefore the take-home salary will be decreased.
According to the report, the rules under the Labor codes have been designed in a way by considering the concerns of employers and workers, the respective states will be conferred with the right of authority to make any changes from time to time without amending the accomplished codes.
Labor Minister Conducted the meeting to Introduce about Government Rollout
Earlier this year, the labor ministry conducted a series of meetings with employers’ associations and trade unions to discuss rolling out the Labor codes effectively. The ameliorated Labour codes consist of a mix of progressive and social-security steps to bolster labor productivity.
On the other hand, some other analysts are concerned about whether the hasty implementation of the Labor codes could be rescinded as the way the farm laws ended up pathetically.
In the preparation for framing the reform agenda, the government codified two labor laws into four codes – the Code on wages, the Code on social security, occupational safety, health, and working conditions code, and the Industrial Relations Code. As the Labor code is content on the concurrent list of the Constitution, both the Centre and states can frame laws and rules, and thereupon the states and union territories pre-published the draft rules under the Code on wages.
