‘Special Session’ starts at Parliament today amidst speculation on ‘Surprise Bill’. What’s really on the card of PM Narendra Modi. The discussion in this meeting is on the journey of 75th years of Parliament.
On today’s meeting, Monday speculation over the surprise bill that may have sprung up in the 5days sitting. From the very first day, the parliament session is going to base on “Parliamentary journey” of 75 years starting from the very beginning of the constituent assembly. This discussion includes the accomplishment, memoirs, experience, and learnings for all these years.
The 5-days session of “Amrit Kaal” begins from today and its main discussion focuses evolution of India’s Parliamentary Democracy. Till now we are aware of 8 Bills listed for the discussion today in the Special Session. And it includes controversial ones too about the (CEC).
These session is going to held simultaneously in both the houses.
Legislative Business
During the session itself, the government has also provided a tentative list of ‘Legislative Business’ which was taken up through the session. Namely the bill seeks to exclude and the Chief Justice of India (CJI) appoints Chief Election Commissioner (CEC) from panel itself. Further we saw as the case is now, the bills pursue services condition of CEC and 2 ECs on same level cabinet secretary not that to a Supreme Court Judge.
On the other hand, Jairam Ramesh, the Congress General Secretary who’s in-charge of communications made it well clear of the INDIA Bloc to be “consistently oppose underhand bill”. Next up – Pralhad Joshi, said about 8 bills which are in passage of discussion during the condition of session for consideration.
Most interestingly, conferring to the parliamentary bulletin, bills are for considerations and passage from which it includes advocates too. Why advocates? According to the Amendment bill 2024, the press along with Registration of Periodicals Bills 2024 and the Post Office Bill 2024 is among us. Further the Bill on the welfare of the senior citizens and some of SC/ST have been added to agenda. As it’s an All-party meeting between Lok Sabha and Rajya Sabha so the eve of the session leaders of floor being informed with necessary changes.
Though, this unusual timing of the meeting seriously set all of them speculating the ‘Legislative Businesses’. As the government enjoys to privilege postponing of some parliament legislations which are new or might not yet being part of lists. Here Jairam Ramesh stated his comment that – “All this could have waited till winter session, which could’ve held in November. Though all of this now is a bit overdo about nothing. Government must have been hiding the true intentions about session, releasing at such last moment.” Said by Jairam Ramesh.
Lastly he adds with it – “I’m sure there must be legislative grenades up under the sleeves and waiting to be unleased for at the right moment, you never know ‘Parde Ke Peeche Kuch Aur Hai!’.” As said by him on social media platform post on ‘X’- (Twitter).
Claim for Women’s Reservation Bill
Though there weren’t any prior official words on probable new legislation, in the session numerous parties stand in demand for reviving women’s reservation bills. On Sunday, Hyderabad Congress Working Committee was demanding reservation of women’s bills passing resolution for it.
Over taking the stand for the demand about government’s new resolution Pralhad Joshi commented – “government take appropriate decision at an appropriate time.”
News being heard about the special session, that after the ceremony which being held at Central Hall of the existing building, the session will take place in the new Parliament building. According to the Bulletin of Lok Sabha, function will memorialize the high legacy of the ‘Parliament of India’ and resolute to make India a developed nation ahead 2047.
Is It ‘Not a Special Session’
Parliamentary Affairs Minister – Pralhad Joshi before announcing about special session, had describes about the “Special Session”. Government had cleared later on that It isn’t any other Special Session rather it’s a very regular one. 13th session of the Lok Sabha and 261st session for Rajya Sabha.
As seen earlier usually the budget, Monsoon, Winter sessions of parliament are held just like always in every year. Monsoon session was in July- August while session is due in November- December. Whereas the session of Budget is also fixed from January end just like always end of every year.
Earlier this week, government put end to days of changing the nation name or a bill on “One Nation, One Elections” the Opposition will continue to raise the bills on several issues. And its revealed that the true agenda of the “Special Session has vehemently contested by opposition.
Lastly, if we could all remember the fact around 50 years ago of the nation, back then it had its “Special Session” On 15th August 1997, and a midnight session was convened.
