Arunachal Pradesh Chief Secretary Naresh Kumar has urged all department heads to ensure that Deputy Chief Minister Chowna Mein’s budget pronouncements are carried out in word and spirit.
The top secretary’s directive came at a meeting here on Friday to discuss the annual action plan for central and state-sponsored programmes and the fiscal year 2022-23 budget releases. Kumar urged all principal secretaries, commissioners, directors, deputy commissioners, and other senior officers to take careful notice of the policy papers, according to an official communiqué.
“It is the obligation of the appropriate agency to guarantee that the budget announcement’s policy papers and central and state-sponsored initiatives are released without delay,” he stated.
Kumar said that each budget release will receive a commensurate allocation and directed ministries to establish timelines for achieving the objectives established for the same. “If the objectives are not met within the given timeframe, the administration will take it seriously,” he added.
Since 2022 has been designated as the year of e-governance, the chief secretary stated at a review of the department of information technology and communication’s e-governance projects that “all files between directorates and the secretariat should go through e-office beginning May 1.”
Similarly, by June 1, e-office cells should be established in all deputy commissioners’ offices, and all utilization certificates should be sent electronically, he added. The chief secretary also directed responsible personnel to expedite the establishment of VSAT/ OFC connections to schools, police stations, and all circle headquarters.
