Rahul Narweakar, the 1st time BJP MLA was elected as the speaker of the Maharashtra Assembly on Sunday. A total number of 164 votes were polled in support of Rahul Narwekar.
Rahul Narweakar, a Bharatiya Janata Party (BJP) MLA, was elected as the speaker of the Maharashtra Legislative Assembly on Sunday. Rahul Narweaker polled 164 votes, and the opposition candidate, Rajan Salvi, got 107 votes in his favor. Rajan Salvi was the candidate for Maha Vikas Aghadi (MVA), the election to elect the speaker was held on the 1st day of the two-day special session of the Maharashtra Assembly. By getting elected as the speaker, Rahul Narwekar becomes the youngest ever speaker in the country. The father-in-law of Mr. Narweaker, Ramraje Naik of the NCP, is the chairman of the State Legislative Council.
In the voting process, two MLAs from the Samajwadi Party (SP) and one from AIMIM remained away from voting. All the MLAs were absent from the assembly on Sunday. The Rebel MLAs and Shiv Sena MLAs of the Shinde camp, who were held at a hotel in Goa, came back to Mumbai on Saturday evening. The MLAs, after coming back to Mumbai, were lodged at a luxury hotel in South Mumbai near the Vidhan Bhavan. The MLAs were accompanied by Chief Minister Eknath Shinde when they were brought to Mumbai from Goa. The post of the speaker has been vacant since February 20, 2021, after Nana Patole of the Congress resigned as speaker. Four other members were bound to stay away from voting as former Deputy Chief Minister Ajit Pawar and former Food and Supplies Minister Chhagan Bhujbal were down with COVID, while two other NCP MLAs, Anil Deshmukh and Nawab Malik, are currently facing imprisonment.
Chief Minister Shinde got the support of 10 MLAs from smaller parties and independents and 106 MLAs from the BJP in the 288-member house. The following are the seats for each party in the Maharashtra Assembly: Bharatiya Janata Party (BJP) 106, Nationalist Congress Party (NCP) 53, Shiv Sena (SS) 55, Congress 44, Bahujan Vikas Aghadi 3, Samajwadi Party (SP) 2, Maharashtra Navnirman Sena (1), Communist Party of India (CPI) 1, PWP1, Rashtriya Samaj Paksha (RSP) 1, Jansurajya Shakti Party (JSP) 1, Jansurajya Shakti Party (JSP) 1, Jansurajya Shakti Party (JSP) 1, Jansurajya Shakti There is one vacant spot in the assembly due to the death of Shiv Sena MLA Ramesh Latke in May.
Maharashtra, Government Floor Test
The newly formed Maharashtra government will face the floor test on Monday, July 4, during the 2nd day of a special two-day legislative assembly session. The floor is followed by the election of the speaker, which was held on Sunday.
A floor test is a measure through which the sitting government needs to give proof of whether it enjoys the support of the maximum legislature or not. During the floor test, the governor asks the Chief Minister to prove a majority on the floor of the assembly or Vidhan Sabha. After that, the Chief Minister moves a vote of confidence motion in the assembly and must win a majority among those present in the house and voting. If the Chief Minister and the government fail to prove the majority, he/she should resign from the post immediately, and the entire house will be dissolved after that.
There is one more type of test called the composite floor test. This test is conducted when more than one party claims to form the government. In this case, the governor will call for a special session to see who has the number based on those who are present in the house. Also, a pro-term speaker is appointed ahead of the floor test, and the longest-serving member of the house is generally assigned the role of pro-term speaker. The role of the pro-term speaker is limited to administering oaths to new MLAs and conducting the election of the full-term speaker.
