Ghaggar Basin Flooding : Non Compliance of Supreme court order
The Court orders the Chief Secretary of Punjab and Haryana to personally remain present at the next hearing on November 15.
The State of Punjab and Haryana experienced an immense flood disaster in the Ghaggar Basin River.It affects 25 villages every year. To tackle this situation the nagar panchayat of the Moonak has filed a Special leave Petition in the Supreme Court.
On its previous hearing ,the SC ordered the government of Punjab And Haryana to implement the measurement recommended by the Central Water and Power Research Station (CWPRS), Pune on 17 August.
In its 32nd meeting held on October 12 last year, the GSC(Ghaggar Standing Committee) discussed the final model study report that recommended “widening of river from 60m-90m at some feasible reaches along with limiting water level rise to 2 m at both banks by constructing embankments, in model study report is an optimal solution and needs to be adopted by State Governments.”The SC asked the states to hold meetings after four weeks and submit the status report as on.

On November 9, the Court took up the matter and found that there was non compliance of order by the States.The Court ordered the Chief Secretaries of Punjab and Haryana to personally remain present in the next hearing. Terming the dereliction of the states as “unfortunate”, a bench of Justices MR Shah and MM Sundresh said, “It is very Unfortunate that despite the aforesaid specific direction, the respective State have not responded in the true spirit.”
The state of Haryana has submitted one report, which is not satisfactory at all. The State of Punjab has not even bothered to file the status report.This is how the concerned states are serious in tackling the problem of overflowing of Ghaggar basin. There is no respect for the Supreme Court’s order so far as the States of Punjab and Haryana are concerned. The matter for further hearing on November 19.
