Chetan Singh, a constable with the RPF for over 12 years, was assigned to the Lower Parel workshop. On July 18, after returning from a 12-day leave and visiting his birthplace of Hathras, Uttar Pradesh, he was assigned escort duty.
In a long-distance train, the escort parties usually consist of four to five members of the GRP and RPF. Before other people from other railway divisions take up the duty of guarding the trains, they provide protection for trains in their own railway divisions.
The incident happened inside the B5 coach of the running train (12956) It was reported at 5.23 am, the RPF said in a statement. The policeman allegedly used his automatic rifle to shoot.
In order to provide security on the train, the escort party, which included Singh and Meena and two other constables, boarded Train No. 12956 in Surat, according to the officials. They claimed that Constables Narendra Parmar and Amay were in other coaches when the incident occurred.
Singh opened fire with his ARM rifle first at ASI Meena, then at a passenger in Coach No. B5, two more passengers in Coach No. S6, and the adjoining pantry vehicle. Two of the three passengers who died in the shooting have reportedly been identified as Abdul Kadir and Asgar. The third passenger’s identity has not yet been determined.

The Reason
Although the reason for the shooting has not yet been determined, a Western Railway source in Mumbai informed The Indian Express that a fight allegedly broke out after a disagreement over communities.

Action Taken by the Government
According to an official, the culprit is in the hands of the Mira Road railway police. The Western Railways has stated that a high level investigation is being carried out. When the train arrived in Borivali, GRP and RPF personnel recovered the bodies of ASI Meena and the three passengers.
“Around 6am, we learned that an RPF constable who was on escorting duty opened fire…There had been four shooting deaths…Our railway official arrived at the location. The families have been reached. Ex gratia will be paid, DRM Neeraj Kumar assured reporters.
Manisha Chaudhary, a local BJP MLA, went to the Borivali railway police station to find out more about the incident. “A full investigation must be conducted to determine the precise cause of the incident. It should be investigated to see if the accused had mental health issues or was depressed. Senior railway police officers are looking into the situation,” Chaudhary continued.
